My idea: Begin to engage in conversation with CBO (non profit prganzation in the TL. You have preschools, Glide and other organzation that are already tapped into the community. Have literature that residents can understand but also access to vegetables and fruits. A voucher system that residents can use to buy these type of food. Why is it hard to buy veggies but easy to buy alcohol in these neighborhoods. You can use CBO to outreach about healthy living through the population they reach already. Could their be an agreement with vendors who sell their goods for a lesser price for residents living in those areas?

CBO(a.k.a non profits): hosting cooking classes with the population they already serve including child development centers. They are a couple aready with the population that needs this already.
Engage with markets that sell liquor to also sell veggies and fruits at reasonable prices. Food stamps could be used a these locations if residents are unable to travel in greater distances from their home.
