It becomes clear that expanded social programs may not be possible without the cooperation of the private sector to provide capital and key resources to get the work done. Business expects to given leave to get results. Government can, in return, foster the environment to make enterprises possible. It can also be a co-partner and co-investor, directing business to market opportunities that are needed or opportunistic, taking a share of the income or profits from a project, when ideas, products and services are developed and then distributed worldwide. Government can offer protections for business and individuals for patents and copyrights.
