Some Central Market people who depend on benefits are penalized and discouraged from making money (income) because of the benefits system. If they work or earn money in other ways, they must declare it. However, if they go beyond a certain threshold or if they save more than a very low amount of cash, they will lose their benefits, their rent will increase, or they may be evicted. Even though they may only take a temporary position, there is " to pay" with the government if you stop working for the employer. If you take a job, you're in it for life and you'll lose your benefits. Similarly, if you save money, you are not allowed to buy computers, new clothing or "what-have-you". There needs to be some revision of rules concerning allowable income and benefits so that people don't feel that they can't work without losing their housing. With more income, low income people can afford more "healthy food".
