How can Central Market/Tenderloin residents store and prepare healthy food when their access to kitchen facilities is limited?

Tax credits or cheap rent for a great all-serving food vendor.
One of the new buildings in the Central Market area should court Berkeley Bowl as a tenant. They have the best selection of organic foods at half what whole food prices. They have a deli with lots of fresh prepared food, and great deals on groceries. They could integrate an Open-Hand-style kitchen into their Deli and exchange meals for vouchers. They could even deliver to the TL area on foot (with a cart) which would save them fuel money and reduce their GHG footprint.
To solve the TL nutrition crisis, it will take a public/private effort that's IN THE NEIGHBORHOOD, and one that all SF residents would value.
