The Tenderloin has limited space for a large supermarket, therefore why not consider bringing co-op stores the specialize in specific grocery items (At various price points, and possible subsidized items to ensure a broad usage by residents).

Butcher store
Bakery
Can Foods
Pet Store
Beverage Store
Special Dietary Needs store (Healthy foods) Low salt products, etc.
Recycle Center
And a store that produces freshly made meals that can be frozen or just place into the microwave.

Possible turn some of the existing corner stores in to these specialty stores because of their locations.

There could be a training program involve, neighborhood hiring program, and other ways to keep the funds /resources recycled into the community.
