Doggie bags for everyone

I think that getting more restaurants involved in organizations like Food Runners to donate unused food items instead of throwing them away should be a focus. Maybe there's a way to get diners involved too, like a formalized suggestion to doggie bag leftovers to give away that isn't a legal nightmare. I always take my leftovers and if I will be out and not able to take them home right away, leave them on top of a city trash can or give them to someone on the street. Maybe there's a way to give people the ability to donate half their meal from the get go?
