Encourage Activity, Encourage A Purpose in Life
Replace Apathy With Purpose

Inactivity on a day-to-day basis for months and years on end is not good for people. It is not good for them physically. They put on weight and they don't bother to dress properly. They lose mental discipline and mental capacity. They lose spiritual power. People should encourage the unemployed and indigent to participate in community, academic and sporting activities to help break the "trance" that people can get into. You won't necessarily get an initial constructive response. This is a job for the whole community, not just the government. Replace Apathy With Purpose.
