How can Central Market/Tenderloin residents store and prepare healthy food when their access to kitchen facilities is limited?

Identify the stores in the Tenderloin that provide fresh produce and healthy food options. Reward these stores (give them a carrot) by distributing discount coupons to residents of the Tenderloin listing their names on the coupons. By doing this we can motivate the stores to stock their shelves with better food options. Over time as traffic increases to these stores the other stores in the Tenderloin will be motivated to provide healthy food. These coupons can be utilized for the purchase of fresh produce at these stores. The coupons can be funded so that the stores are not losing on the sale of their goods.
