How can Central Market/Tenderloin residents store and prepare healthy food when their access to kitchen facilities is limited?

Disclaimer: This is not my original idea. I am introducing the idea that was created by DC Central Kitchen (please see link). I merely would like to adapt and apply in the Tenderloin district what they have already done in DC. Basically, they are delivering fruit and vegetables to food deserts, and they also provide technical assistance, marketing help, and nutrition education to these stores. Any thoughts?
