I believe that the SNAP payment is determined by the City Government as part of a Federal Program of the Department of Agriculture. The cost of food in the inner city is greater than in other areas of the city, and of the rest of the country. If the costs are higher, so should be the monthly award. More money, more food, better quality food, more choice. There would need to be a correction to social security payments, for which food expenses are part of the payment check.
