Dedicate a storage area - a room, perhaps - which provides a 30-day rations of healthy food, updated on a 2-3 day revolving basis. the storage may also be partly or wholly refrigerated. Residents would pay for food items with EBT, or with a voucher system. Either system would be implemented to make sure that everybody got a fair share; and there was no abuse. The Mormon Church recommends that all its adherents each keep a 3-month food supply. There is a deeper wisdom to this. It helps to ensure a healthy diet by providing daily choice and it encourages food planning. In the modern world, we have forgotten survival skills. A resident would always have access to a source of food. Food supply is also important in emergency planning for both personal events in life and for local emergencies like tsunamis, earthquakes and fires.
