How can Central Market/Tenderloin residents store and prepare healthy food when their access to kitchen facilities is limited?

Open a dining hall / cafeteria that serves 3 meals/day and includes take-out meals. It can be standard college dining hall or school cafeteria style with a salad bar, fruit, cereal bar and a hot food station. It can be open to everyone. People can pay with SNAP/EBT or cash. They can also volunteer or donate food to get free meals. It could even be partially subsidized by area universities so that students could eat there and pay with their meal plan.
