Many people don't have access to fresh and affordable food because they spend all their money on alcohol. There is a need to reduce the level of alcohol dependency. The only person that can stop a person from drinking is the person themselves. When people drink a lot, they don't care about food, money or anything else. You need to bring to bring individuals to the point where they are so ill to continue. I suggest that the city open two or three City Bars serving free unlimited alcohol to the community to bring people to the point that they cannot drink anymore. When they know better what they are doing, they will buy better food, and at the right price. Note that wholesale liquor is very cheap.
