How can Central Market/Tenderloin residents store and prepare healthy food when their access to kitchen facilities is limited?

Open food markets/booths at BART/Muni stations

BART and Muni stations have a lot of empty, unused space. Permits should be granted to allow vendors to open fruit & veggie stands, farmers markets, small food booths. This would provide ready access to most people to get healthy food since there are so many BART/Muni stations and most people use the stations to get to/from work. No separate stop would have to be made to shop for food, it would simply become part of the commute process or a simple walk down the street. A portion of the profits could be used to subsidize transportation cost for area residents to access other food options.
