Develop a pocket-size booklet that residents can use to help find food, benefits, etc and publish it every six months so that residents know where to go to get help, who to contact when they have a certain type of problem. It would be designed for the homeless, tourists, government workers, technologists and "normal people", if there are any. Available on the web.
