Publish a free newsletter around the neighborhood with all the latest information about food, benefits, useful stores, how to get things done, etc. Intersperse the information with topical news, interviews with "neighborhood celebrities", answers to readers questions, and other concepts. Publish on a website as well, but use the website to help funnel ideas to the editorial staff. Make it a newsletter for the people, not a paper managed by important powerful personages. Ask questions of the people. Try to give them what they want without descending into populism. Write opinion pieces from residents themselves.
