Refine fire escape laws to allow some plants

Many fire escapes are large enough that they could support a few pots of food producing plants like tomatoes or lettuces without getting in the way of the actual purpose of the fire escape but city laws forbid any plants/items on them. Can we revisit the law and/or encourage window planter boxes?
