Restaurants are opening in the area but the cost of the meals are too high for most residents. Perhaps, there could be a fund that permits local residents to have one meal per week at a restaurant of their choice. Hence, the residents and the business would feel connected with some shared goals. It could be a part-government, part-business, part-restaurant fund. Residents would be pre-qualified according to income and based on good character..
