When you talk to ordinary people - I suppose that means the middle-class - they are horified at the idea of walking in the street as where an SRO is located. There is a terrible prejudice in our society toward poor people, even though they are often the hardest workers and the least well-paid of all workers. It is reflected in the neglect of everything with connotations of "poor". If poor people live there, we shouldn't bother about maintenance, or improving the property. Isn't it enough to be poor? Why should we be penalized again through prejudice and neglect. One of your respondents suggest that "we should lower the number of SROs". We should spend to improve what we have.
