Make a list of the healthy items that people need to buy, or should be encouraged to buy and establish a maximum price threshold for each item. Similarly, discourage eating unhealthy foods with price controls or negative advertising. This is totally against the "wisdom" of a free market system. There are different theories of "what is healthy". And, it would need to be funded from possibly federal and local sources. It might be against the law. But, how do you get people to do what's good for them?
