Provide Shuttles or Vans for residents to go to large grocery outlets to access low-price groceries. I see all these shuttles going around the various neighborhoods with lots of extra seating. Just co-ordinate existing tranist services. Also make use of existing senior programs that already have a fleet of shuttles.
