Bring out the competitive spirit!
Compete against others to not be an "Energy Hog"

If by submitting my information I could then see how much energy others in my neighborhood used on a month to month basis, I could see where I 'stack up'. Seeing where I was ranked would act as a motivator to change behavior AND provide you with the data. If I could also compare my use with citywide data, and against the national average, it would help me figure out if I was being an "energy hog".

Once you've submitted your information, you became part of a Neighborhood to Neighborhood competition seeing which area could reduce their energy use the most.

Whichever neighborhood made the most improvement could be rewarded with a block party or Mayoral Proclamation that they were the "Greenest Neighborhood".

It might bring out a friendly competition between different areas and get us all to submit our data, and work on saving energy together. I'd definitely do it for Neighborhood pride and bragging rights!
