One of the biggest problems in energy comparisons is comparison against dissimilar peers. By sorting by home and resident characteristics, the comparison can be against a comparable household rather than just neighborhood peers.

To incentivize sharing, offer ways for those who can reduce their energy use can do so, possibly using a stochastic reward (e.g. entry into a drawing for home upgrades, if the household engages in behavior change efforts.
For those whose energy use is low compared to peers, and who keep their energy use as low as it can reasonably go,
