imagine this about 6-8' tall with 3-4 rows of turbines, and solar on top

A generic rooftop power generation unit that could combine solar and wind sources, both of which we have an abundance of. It could be a somewhat self contained "box" with wind turbines and solar panels that could be placed on a flat roof by a crane and secured. Perhaps the box has some sort of storage capacity. The city could have them manufactured and market them in other cities.
It would make installing these things much less daunting than separate customized and expensive installations for different generating resources. I'm visualizing a stable unit that could be placed set back so as to be invisible from the street. The wind turbines would be bird-resistant.
