To make biking safer, segregate bike lanes by placing them in between parked cars and sidewalks. Currently, bike lanes are located in between high-speed traffic and parked cars. This make them vulnerable to moving cars on the left and opening car doors on the right. By switching the location of bike lanes to the opposite (right) side of the parked cars, bikers would be protected by the parked cars and the risk of opening doors would be reduced. This style of bike lane is catching on in various cities around Europe. In Copenhagen, the percent of commuters biking to work went up dramatically within months of enacting these safer bike lanes. The major practical benefit of this method is that it does not necessarily require additional space. There would still be one lane for bikes and one lane of parked cars. No changes to the sidewalk or streets would be necessary. The main required change would be shifting the painted lines on the street. (Of course, raised sidewalks would be even safer and more convenient.) Here are some articles about segregated bike lanes: Where (and when) possible, build sidewalk-like structures for bikes (as shown in the photos) to make them even more segregated from moving traffic.
