Often when riding down Market toward the Embarcadero I encounter cars trying to turn right off of Market that get snarled by pedestrians crossing as they walk down Market. This pushes cyclists into the center lane, which is often crowded by Muni buses and impatient cars (frequently taxis) that want to go around the cars turning right. If the cross-walk pedestrian signal turned red and provided for +/- 20 seconds of free vehicle traffic movement and provided a protected turn off of Market, it would open up Market Street for cyclists and Muni busses.

This seems relatively inexpensive and it would both speed transit times along the corridor and make the ride safer for cyclists.
