Is there some way to spur the construction of new, higher-density housing in the Sunset and the Richmond? Can we give incentives to landlords to rip down 1950s two-story units, and create 3- or even 4-story apartment blocks? Rents would go down, and the number of available Section 9 units could be increased. To serve the new units, might it be possible to extend MUNI underground service to those neighborhoods?
