How do we abate the amount of public urination and defecation?

There is a ridiculous amount of public urination and defecation in the city. It's not just dirty and gross, it's a health hazard.

The coin operated public toilets are few and far between, and very often broken. Maybe the city could put up signage with directions to usable toilets in other public (or publicly accessible) places like chain restaurants or shopping centers. At main transit areas, like 16th and Mission, there could be posted maps, much like the directories in a mall. Companies that participate could be listed as "with purchase only" but those that don't require a purchase could receive some kind of assistance from the city for maintenance? Maybe supplies, maybe help cleaning?
