Illegal Parking Enforcement/Traffic Flow in Heavy Parked Areas

You've probably experienced it before, you are trying to find parking in a neighborhood with just two lanes of traffic and parking is high demand.

Places like Irving and Clement Streets are notorious for being a parking nightmare on weekends; drivers double park, park in crosswalks, illegal u-turns into 45 degree parking spaces (which is illegal in a business district), and double park with the intention to stalk a person to a parking space by waiting there for several minutes.

What are ways can the city help keep traffic flowing in these areas? I hardly see police officers or DPT officers helping to keep the traffic flow moving and ticketing cars/drivers for breaking the laws. Sunday meter enforcement is controversial, but so is the lack of enforcement.
