Cities will need to provide more diverse active living options for older residents in the future. Real Estate Developers often demonstrate mixed-used creativity, but the city could lead a partnership on some bolder experiments on city or federal government land. Perhaps in the Crissy Field and Golden Gate National Park area. Demonstrating success in public/private partnerships is worthy, but I suspect the city could contract the build and turn positive operating revenue on their own as well. The city would own the land and could assume responsibility for the buildings as well if riskier experiments are unsuccessful. The locations are so good that another purpose could be planned for without out too much risk of empty buildings burdening the taxpayers of SF.

As these parks are in very scenic areas more potential residents would be open to trying out the new experimental living options than might otherwise.

As well, the high pedestrian traffic would showcase the innovative living, food garden designs, and community spaces. "Future City" might become a theme with other ideas taking hold. I imagine a permanent exhibition atmosphere that would add one more element of curiosity for residents and tourists alike along the paths from Golden Gate Bridge to Fisherman's Wharf.
