The city could initiate discussions residents might have regarding fresh water life cycle. Contests for ideas and inventions to capture more of the fresh water that falls and hovers on SF's own landscape could inspire entrepreneurship and awareness - especially for youth. Water is something young people are familiar with and care about so it makes a terrific subject for teaching invention, engineering, community/environment reliance.

Also, if the Hetch Hetchy contract is ever renegotiated the city will be headed toward self-sufficiency mode regarding fresh water. Also, if there is an large emergency, such as an earthquake, the fostered promotion will have increased public awareness about how to obtain fresh water when the tap isn't working. As well, as water supplies will become a global challenge, SF will be an early incubator for how cities can stay quenched. Maybe have an event that raises money to subsidize rainwater collection buckets as a start. Move to hosting hackathon festivals where ideas for other rain and fog captures.
