The incubator can take in unwanted fabric and individuals can use it towards individual/small business projects. The incubator can purchase needed machinery such as dyers and shredders, resident entrepreneurs can engage in resource sharing, and non-residents can take part in monthly workshops.

The incubator can be a nonprofit or for-profit model and would garner some revenue from renting space and machine use and hosting workshops. It may also be able to charge a fee to accept bulk deliveries.

The space could also be used in conjunction with local high schools and community colleges for vocational training.
