A local non-profit with established and emerging clothing and textile designers and sewing volunteers as members. They create a line of unique clothing and household items. Give the line a name like "Designed Twice" and market them like any other line of clothing, pillows, curtains, furniture, and bags. A website something like "ETSY" could feature unique items, or designer handmade products.
There might be one arm of this effort dedicated to deconstructing clothing items and sewing it into bolts of re-usable re-assembled fabrics, based on color, design, wash-ability, etc. It would be great to get each participating designer to dedicate "-?-" hours per week, and earn tax credits. They could participate in an annual fashion show/contest/auction.
Most designers and sewing shops toss out heaps of fabric scraps as well, and each season have surplus buttons, zippers, etc. that could be used for the products.
Well designed stuff that won't make you look like a hippie.
