Gardening should try to be water efficient, especially when Southern California is running out of water, so a simple gardening solution could reduce water consumption dramatically.
Spray-On Groundcover! It keeps the moisture in the soil!
For agriculture, for public parks, for home gardens. For the home gardens, with a drip irrigation system, the groundcover could be sprayed onto the hoses, so the hoses aren't kicked or tripped over. For public parks, it reduces the amount of weeds to be pulled or sprayed.
For agriculture it could lower water consumption and be tilled into the soil for next year's crop.
