FiDi is near-empty during the weekends (I live nearby and experience this first-hand). How about bringing Sunday Streets (Golden Gate Park) to some of the streets off Market? Closing a few streets off (that don't affect public transit) to motorized vehicles and bringing in some of the other ideas in this challenge. Such as day/night markets, pop-up concerts, safer biking conditions, craft sales.. the possibilities are near limitless ;)
